Abstract:
The assessment of mineral resources planning implementation lacks unified technical standards, leading to issues such as low quality of assessment results and incomparability of assessment conclusions. In response, this paper, based on reviewing relevant documents issued by the Ministry and the Province concerning mineral resources planning implementation assessment, proposes adherence to principles such as systematicity, scientific rigor, practicality, and scalability, and offers opinions and suggestions for constructing the core framework of a technical standard for mineral resources planning implementation assessment. It attempts to propose the establishment of an assessment system and methodology for mineral resources planning targets and indicators, fully considering the assessment needs of at different stages and for both predictive and binding targets. For the assessment of planning layout and zoning, key planning tasks, and major planning projects or key programs, assessment approaches and directions are proposed.
