Abstract
Both food security and energy security are fundamental and strategic pillars of China's overall national security system,and both serve as the material foundation for economic and social development.Under the strategy of "storing grain in the land",the restoration of cultivated land damaged by coal mining subsidence in mining grain complex areas has become a key challenge in ensuring regional food security.Taking Binzhou City,the core area of the Binchang Mining Area,as the research region,this paper relies on a large number of local mine ecological restoration practices and measured data.With the core objectives of restoring cultivated land in coal mining subsidence areas and resolving the contradiction between ecological destruction and food security in resource based regions,this study adopts the theory of the community of life shared by mountains,waters,forests,farmlands and lakes,upholds the governance concept of "whole watershed,all elements,and systematic governance",and follows the working logic of "the government sets unified goals,departments and enterprises take responsibility,towns and villages provide support,and people benefit from the outcomes".This study constructs a high standard farmland construction model that takes mine ecological restoration as a breakthrough and follows the principles of "overall regional planning,integrated resource allocation,contiguous comprehensive management,and appropriate scaled operation",aiming to provide replicable and transferable practical references for cultivated land restoration and food security guarantee in similar coal mining subsidence and mining grain complex areas.
