Reflections on enhancing the management of mineral resources in Shaanxi Province through the implementation of the new Mineral Resources Law

The new Mineral Resources Law will come into force on July 1, 2025. This legislation bears distinct characteristics of the times and establishes a legal foundation for further promoting the highquality development of China's mining industry. As a province with abundant mineral resources in China, Shaanxi's effective implementation of the new Mineral Resources Law not only impacts its own highquality mining development but also significantly influences national energy and resource security. Mineral resource management professionals in Shaanxi shoulder profound responsibilities and missions in executing this law. This paper first analyzes the critical content of the new Mineral Resources Law from three perspectives, including legislative background, guiding principles, and institutional frameworks. On this basis, this paper proposes ten major tasks to elevate Shaanxi's mineral resource management standards and outlines actionable measures to implement the law effectively.
